Add comments to terraform versions strings that pin the version

If a terraform module version is pinned at a particular version because it's a beta version or (after #301 (closed)) it is a non-latest version of a module, a comment should be added to Terraform code, in both the usage example and example code, to mention that the version is being pinned because it is either beta or the non-latest version
