Fix INTERNAL_EXTRACTION_ANALYITCS_TOKEN to work across multiple Terrareg instances

This will currently not work as expected across multiple terrareg instances, as each one will have a unique ID and the terraform init will contact any terrareg instance, if load balanced across multiple instances
