Implement "file-triggers-enabled" attribute of project/workspace

This this be automatically determined whether file trigger/pattern prefixes are set? Should it be disablable? Should it be automatically enabled when setting patterns/triggers? Should tags regex utilise this? Should it return true when there's no prefix/patterns set?
